At-Sea Monitoring Groundfish Observer Program
Fathom Resources is a NOAA approved Service Provider for the At-Sea Monitor Groundfish Observer Program (ASM). Observers complete sampling requirements onboard commercial fishing vessels taking part in the Northeast Groundfish fisheries. Fathom has managed the deployment of observers since 2011, completing tens of thousands of days at-sea within the program.
Fathom employs locally based, full time year-round observers for the sole purpose of ensuring proper execution of observer deployment and contract obligations. Fathom prides ourselves on maintaining strong working relationships with our Sector Clients and Agency through meeting the set Observer coverage rates and providing high quality data. Completing these milestones comes from a strong company culture of support, maintaining proper staffing with high retention, an experienced and diverse Program Management Team with an emphasis on the open and clear communication with Industry and Agency starting with 24-hour office line fully staffed.
Industry Funded Sea Scallop Observer Program
Fathom Resources is a NOAA approved Service Provider for the Industry Funded Scallop Observer Program (IFS). Observers complete sampling requirements onboard commercial fishing vessels targeting Atlantic Sea Scallops in the Northeast and Mid-Atlantic Region. Fathom has managed the deployment of observers since 2011 completing tens of thousands of days at-sea within the program.
Fathom employs locally based, full time year-round observers for the sole purpose of ensuring proper execution of observer deployment. Fathom prides ourselves on maintaining strong working relationships with Industry and Agency through meeting the set Observer coverage rates and providing high quality data.

Electronic Monitoring Observer Program
Fathom Resources is a NOAA approved Electronic Monitoring Service Provider. Fathom completes work as a NMFS approved Service Provider for the Northeast Groundfish Audit Electronic Monitoring Programs among other projects.
Within the Electronic Monitoring Program (EM), video footage is obtained to collect fishing activity data as specified for each Observers Program or projects needs. Fathom completes all EM Service Provider duties to include NMFS Data Reviewer duties and EM Technician installation, maintenance and troubleshooting of EM hardware for the fishing industry.
Fathom maintains a 24/7 phone line fully staffed for timely assistance and communication with industry and agency. Fathom EM Technician staff are available to complete at-dock or phone assistance for any technical issues. Fathom works with each client tailoring to their needs. Services include At-dock meet on the vessel for initial planning, Drafting and submitting Vessel Monitoring Plan for NMFS approval ensuring hardware, camera, discard and length board locations meet EM NOAA regulations, Installation of hardware and cameras, and Education on EM program requirements to include hardware usage protocols, gear requirements and data submission protocols.
Dockside Monitoring & Portside Sampling
Fathom Resources has extensive experience working in Dockside Monitoring and Portside Sampling projects tailoring each project set up to the clients’ specific needs.
Completing third-party verification of landings, a designated biologist observes, and records biological data of catch offloaded from vessels. Providing accurate, timely data for industry and agency fisheries management needs.
